Protection of personal data

As part of the tasks assigned to the Monegasque Institute of Statistics and Economic Studies (IMSEE), the Institute handles various types of personal information that have been the subject of applications to the Commission for the Control of Personal Information.

The Commission for the Control of Personal Information (CCIN) is an independent administrative authority.  Its role is to ensure that the use of personal information is protected.

Persons affected by such procedures benefit, in accordance with the provisions of Section II of Chapter II of the above-mentioned amended Law No. 1.165 of 23 December 1993, of a right of access to and rectification of the said information, which they can exercise by applying to the Director of IMSEE.

Pursuant to Articles 13 and 14 of amended Law No. 1.165 of 23/12/1993 on the protection of personal information, you can consult the elements relating to procedures undertaken by the Institute, as set out below. 

Management of the NIS Register

The objective of the N.I.S. (Statistical Information Number) is to allocate a statistical information number to all economic players in order to create a statistical classification for these players, based on objective criteria, whatever their activity, with regard to the French Classification of Economic Activities.

This number is issued by the Monegasque Institute of Statistics and Economic Studies.

Note that the use of the N.I.S.number is a legal obligation with regard to formulating statistics and official classifications.

The N.I.S. is public information and cannot be misused by third parties for marketing purposes.

  • Consequences if a response is not provided:  non-registration in the NIS Register and an administrative fine under Article 2 of Law No. 419 of 07/06/1945 concerning statistical measures;
  • Identity of the recipients or categories of recipients:  The Business Development Agency, the Department of Labour, the Department of Tax Services, the Monaco Social Security Funds and any interested party on request (public information only);
  • Right to object:  No;
  • Right of access and rectification:  Yes, via the Director of IMSEE.

Calculation of GDP and GNI in the Principality of Monaco

The aim of this procedure is to carry out an obligatory annual survey by the Monegasque Institute of Statistics and Economic Studies among economic players in the Principality to obtain the necessary information for calculating the Gross Domestic Product (GDP) and Gross National Income (GNI).

  • Consequences if a response is not provided:  an administrative fine under Article 2 of Law No. 419 of 07/06/1945 concerning statistical measures;
  • Identity of the recipients or categories of recipients:  none
  • Right to object:  No;
  • Right of access and rectification:  Yes, via the Director of IMSEE.

Responding to the Annual Obligatory Survey for the Calculation of GDP and GNI in the Principality by Teleservice

As part of a continuous desire to simplify administrative procedures for citizens, economic players may make a declaration for the annual calculation of GDP and GNI by Teleservice.

  • Name of procedure:  "Replying to the Annual Obligatory Survey for the Calculation of GDP and GNI in the Principality by Teleservice";
  • Date of implementation:  26 April 2013;
  • Identity of person responsible for the procedure:  H.E. the Minister of State;
  • Purpose of the procedure:  To calculate the GDP and the GNI of the Principality of Monaco;
  • Obligatory or optional nature of the responses:  obligatory (obligatory regulation);
  • Consequences if a response is not provided:  an administrative fine under Article 2 of Law No. 419 of 07/06/1945 concerning statistical measures;
  • Identity of the recipients or categories of recipients:  none
  • Right to object:  No;
  • Right of access and rectification:  Yes, during the on-line collection campaign or via the Director of IMSEE;  after closure, via the Director of IMSEE.

Monthly business trend surveys by sector in the Principality

The purpose of this data processing activity is to carry out a series of surveys among economic stakeholders in the Principality. The information gathered from these surveys is used to analyse the business environment across different sectors. These surveys are then published as “Barometers”.

  • Right to access and correct data: yes – These rights may be exercised by contacting the Director of IMSEE by whatever means.

Monaco General Population Census 2016

The purpose of the census is to gain a more detailed understanding of the population and, therefore, to ensure that forward-looking management policies can be implemented in an informed manner, based on geographical, demographic, economic, educational, household, family and housing data about the population.

  • Compulsory or optional participation: compulsory (statutory obligation);
  • Consequences of failure to participate: an administrative fine pursuant to Article 2 of Act no. 419 of 7 June 1945 pertaining to statistical measurements;
  • Recipient identities or categories: none;
  • Right of opposition: no;
  • Right to access and correct data: yes – These rights may be exercised by contacting IMSEE by post or email, or by visiting the IMSEE offices in person. In all cases, data subjects may only exercise their right to access and correct the processed data and paper forms on the premises of IMSEE, by appointment. An identity document must be presented on arrival. IMSEE will make the necessary corrections within seven days of such appointment, and will notify the individual concerned of such corrections by email or post.
